At the Worcester Board of Trade’s Thirtieth Annual Banquet, Secretary of War William H. Taft addressed a crowd of 600 people. He spoke about conditions in the Philippine Islands. Taft argued that Congress should reduce tariffs to bring the Philippines into closer relation with the United States. He contrasted American policy with British colonial rule, saying the United States was trying to teach Filipinos self-government rather than govern them permanently from Washington. He also discussed a coming congressional trip to the islands and hoped it would increase public interest and understanding.
