Treasury Secretary Henry Morgenthau Jr. (1891-1967) was a trusted advisor and longtime friend of President Roosevelt. He first served as head of the Farm Credit Administration (1933), and later Secretary of the Treasury from 1934 to 1945, making him one of the longest-serving cabinet officers in the Roosevelt administration. As Treasury secretary, Morgenthau served on the Committee on Economic Security that developed the framework for Social Security, supported the administration’s 1935 economic security legislation before Congress, and helped oversee New Deal financing efforts. In 1944, he chaired the Bretton Woods conference, which established the framework for the International Monetary Fund and the World Bank, and played an important role in urging Roosevelt to create the War Refugee Board in 1944.
