Congressman Dan Rostenkowski, the Democratic chairman of the House Ways and Means Committee, was both an opponent and legislative partner of President Ronald Reagan. Although they clashed over Reagan’s early tax and spending policies, they worked closely on the Tax Reform Act of 1986. Rostenkowski guided the bill through the Democratic House, helping secure the bipartisan agreement Reagan signed into law on October 22, 1986.
