On January 28, 2008, President George W. Bush delivered his final State of the Union address before a joint session of the 110th Congress. He opened by acknowledging the economic downturn and urged swift passage of a bipartisan $150 billion stimulus package, including tax rebates and business incentives. Bush also advocated for continued funding of the wars in Iraq and Afghanistan, supported the No Child Left Behind education law, and called for a reauthorization of the President’s Emergency Plan for AIDS Relief (PEPFAR).
