John Foster Dulles (1888-1959) was a graduate of Princeton University. This short work by Dulles, while an International Law attorney at Sullivan & Cromwell, discusses the international legal implication of tolls paid for transit through the Panama Canal. Many argued that the United States should receive a substantial portion of the canal tolls from the Panama Canal, due to it’s investment in its construction. Dulles explores the history of the Canal and legal questions posed by The Panama Canal Act in this short study.
