David E. Bell (1919-2000) first entered government service as a staff member at the Bureau of the Budget, before he joined the Marine Corps during World War II. After the war, Bell served as a special assistant to President Harry Truman, holding positions in the Bureau of the Budget and the Economic Cooperation Administration (which administered the Marshall Plan). In 1960, President-elect Kennedy asked Bell to serve as the Director of the Bureau of the Budget. After two years in the position, President Kennedy appointed Bell as Administrator of USAID, overseeing the expansion of U.S. foreign assistance programs, particularly in Latin America, Asia, and Africa. He also aided with the implemention of the Alliance for Progress initiative in Latin America. After leaving government service, Bell worked for the Ford Foundation until 1980.
