Secretary of Defense William J. Perry visited Pakistan in 1995 to discuss their nuclear ambitions and foreign aid. Pakistan maintained they had to defend themselves against the aggressions of India, even in the face of United States sanctions. The United States was interested in maintaining a nuclear free southern Asia, but was ultimately unsuccessful. Pakistan tested its first nuclear weapon in 1998, becoming the 7th country in the world to acknowledge possessing this capability.
