Afterward, he was active with the Wisconsin National Guard, eventually becoming Adjutant General of Wisconsin before being called back to service as a brigadier general of U.S. Volunteers in the Spanish-American War and the subsequent Philippine-American War, where he commanded a brigade and participated in major actions, including at Manila and Pagsanjan.
