The Kelly Barnes Dam, located near Toccoa Falls, Georgia, collapsed on November 6, 1977, unleashing a wall of water that surged downstream, claiming the lives of 39 people. The dam, constructed in the early 1890s, had undergone insufficient maintenance and lacked necessary upgrades to withstand heavy rainfall. The torrential rains from Tropical Storm David exacerbated the situation, causing the dam’s embankment to fail catastrophically.
