Secretary of State Cyrus Vance (1917-2002) served as the Deputy Secretary of Defense under President Lyndon B. Johnson from 1964 to 1967. During this period, Vance played a key role in overseeing the U.S. military’s involvement in the Vietnam War, though he privately expressed reservations, and eventually resigned from his post. Vance was also the primary negotiator during the Panama Canal Zone disputes and helped de-escalate the Cyprus crisis in 1967. This foreign diplomatic experience led to his nomination as President Carter’s Secretary of State in 1977.
