Octavo, xi, 496pp; xii, [2], 405pp; xv, 503pp. Blue cloth, title in gilt on spine. All volumes are first printings, as stated on copyright page. Blue end papers. Each volume is complete, with frontispiece portrait of Hoover and seven illustrated plates per book. In the publisher’s first state dust jackets, light shelf wear, some closed tears throughout, retail price of $5.00 in Volume II and III, Volume I is price clipped. Vibrant colors and illustrations. This set is inscribed by President Herbert Hoover on the front free end paper of Volume I. He writes: “To Judge Donald A. Carpenter / With the good wishes of Herbert Hoover.”

Judge Donald A. Carpenter was a member of Congress from 1940-1943 and Chief Judge of the 19th Judicial District Court. His father, Delph Carpenter, was the “Father of Colorado River Treaties,” who developed the 1922 Colorado River Compact, a critical document in the development of interstate water treaties and the expansive growth of the western United States. President Hoover admired the work of Delph Carpenter and would go on to help his son throughout his distinguished legal career.
