Thomas H. Rynning (1866-1941) served as a member of the Arizona Rangers, where he played a key role in combating lawlessness in the Arizona Territory. Rynning also served with the Rough Riders, a volunteer cavalry regiment led by Theodore Roosevelt during the Spanish-American War. After his time with the Rangers, he became the warden of the Yuma Territorial Prison, where he implemented several reforms.
