“Senator Long is one of the shrewdest legislative tacticians who has ever lived. He’s a shrewd negotiator, and I like him.” (Jimmy Carter Diary, April 21, 1977)
Senator Russell B. Long (1918-2003) was the senior Senator from Louisiana from 1948-1987, serving as chairman of the Senate Finance Committee for fifteen years. His influence in the Senate lead some to call him the “fourth branch of government.”
