The manuscript notes that it was “Read at the twenty-second general meeting of the society of Naval Architects and Marine Engineers, held in New York, December 10 and 11, 1914,” by the Honorable Franklin D. Roosevelt, Assistant Secretary of the Navy. The document is inscribed by President Franklin Roosevelt on the last page, with his signature and noting that it was: “Signed Jan. 20th 1937. 2nd Inauguration Day.”
