Octavo, ix, [3], 243pp. Black cloth, title in gilt on spine. Full number line printed on copyright page. Solid text block, a fine example. In the publisher’s dust jacket, no price listed, shelf wear, light wear to edges, a near fine example. Signed by both authors on the half-title.

Inscription reads: “To Senator Dick Lugar – With greatest admiration and gratitude for all you have done for national security, only a small fraction of which appears in these pages, but which by itself made history. It has been a privilege to be part of your vision. With respect and friendship, Ash Carter / 3-16-99 / Bill Perry.”

Richard Lugar (1932-2019) was a lifelong politician, serving as a US Senator from Indiana from 1977 to 2013. During his time in Washington, Lugar was Chair of the Senate Foreign Relations Committee and Chair of the Senate Agriculture Committee. Prior to this, Lugar was the 44th Mayor of Indianapolis, in office from 1968-1976. Lugar’s legacy lives on through The Lugar Center, a nonprofit public policy institution he established in 2013 to continue advocating for global issues he focused on while in office.
