Inscribed in Volume I by the author: “For Sherman Hoyt, who rendered allied service on “The Road to Victory” in World War II, in the 27th Division… and returned from Europe to the Hampton Roads Port in June 1945. With best wishes of W. Reginald Wheeler / Major – Army U.S. Retired / Port Historian / April 27, ’55.”

This work was edited by Major William Reginald Wheeler, the port historian, and includes a foreword by Maj. General Charles P. Gross, Chief of Transportation Army Service Forces. Illustrations and artwork by Army and Navy photographers, paintings by Allan D. Jones Jr. and Technical Sergeant Edward A. Chavez.
