Joseph T. “Jerry” Weingold, a New York attorney and pioneering advocate for people with intellectual and developmental disabilities, devoted his career to replacing institutional neglect with dignity, rights, and community life. He was the first executive director of AHRC New York City, helping professionalize services, expand day and residential programs, and shape state legislation. He worked with Sen. Robert F. Kennedy in the 1960’s to expose abuses-most notoriously at Willowbrook- pressing that momentum into concrete reforms that culminated in the Willowbrook consent judgment and the broader shift to community-based care.
