General David C. Jones (1921-2013) served as the 9th Chairman of the Joint Chiefs of Staff from 1978 to 1982 under Presidents Jimmy Carter and Ronald Reagan. A U.S. Air Force officer, Jones, advocated for the Goldwater-Nichols Act to improve inter-service cooperation and operational efficiency by making the Chairman the principal military advisor to the president. The act passed after he retired in 1986. Before becoming Chairman, he was the Chief of Staff of the Air Force.
