From President Barack Obama, the bill and signing pen from S. 454, the Weapon Systems Acquisition Reform Act of 2009, presented to Congressman Ike Skelton of Missouri. The first bill signing pen from the Obama Administration to appear on the public market. Congressman Ike Skelton accompanied President Obama to the bill signing ceremony, on the South Lawn of the White House, where he received this pen.

Includes a letter from President Obama on White House stationery, affixed to the verso of the frame. The bill is a facsimile of the original signed by President Barack Obama, Speaker of the House Nancy Pelosi and Senate Majority Leader Harry Reid. The letter on White House stationery is a printed signature from the president. The ceremonial pen is a Townsend from A.T. Cross Luxury Pens, and specially designed for left-handed writers, such as President Obama. Full piece measures 23.5″ x 21.75″, with blue matte. The Weapon Systems Acquisition Reform Act of 2009 was a bipartisan bill intended to “improve the organization and procedures of the Department of the Defense for the acquisition of major weapon systems…and to ensure a cost-effective national defense.” It was introduced by Senators Carl Levin of Michigan and John McCain of Arizona. The bill passed unanimously through the House and Senate. It was signed by President Barack Obama on May 22, 2009.
