Joseph B. Foraker (1846-1917) was governor of Ohio from 1886-1890, then U.S. Senator from Ohio from 1897-1909. Foraker is featured on pages 151-153 of 130 Pen Pictures, in which Stealey calls him “one of the leading Republicans in the United States.”
