Professor John M. Gaus was an American social scientist and Professor of Public Administration at Harvard University. He is best remembered for his seminal work in the field of public administration, titled Reflections on Public Administration (1947). Gaus writes that the crises of the early 20th century led citizens to look to government for relief. In turn, politicians expanded the power of public agencies.
