This work was written by Captain Francis Romeo, a Neopolitan soldier who served as a senior aid to British Lieutenant William Bentinck during his time in Sicily. Romeo’s writing urges the reader to adopt a liberal constitution in Sicily and utilize the island’s resources in a defensive-commercial alliance with Britain.
